In warez release groups, "pre" scripts announce new pirated releases to private trackers. A "kat script" could be a poorly named script that automatically uploads a cracked game (already "no key" because the crack removes the license check) to a KAT mirror. The "no key" here is redundant—it describes the content , not the script.
